Since the mid-1990s, multilateral efforts in the field of disarmament have been unsuccessful. In the past, the Geneva-based Disarmament Conference has successfully negotiated important international instruments such as the Convention on the Prohibition of Chemical Weapons and the Comprehensive Nuclear Test Ban Treaty. In the predecessor body, called the Committee of the Eighteen Nations on Disarmament, the draft of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) was discussed, which was then sent to the General Assembly of the United Nations, which recommended it for signature by the states. The NPT ended up becoming the fundamental text of the international non-proliferation regime.
