Perspectivas para o Desarmamento Nuclear

The protracted stalemate in the only multilateral negotiating body on disarmament – the Conference on Disarmament in Geneva – continues to generate frustration and perplexity in diplomatic circles around the world. During the last decade and a half, even agreeing on a work program that would allow for the beginning of negotiations has been impossible. Some even proposed the abolition of the agency and the installation of a new authority in order to overcome the difficulties. Other multilateral disarmament bodies face a similar impasse.
