The global Artificial Intelligence (AI) governance landscape has been rapidly evolving. International summits in recent years, such as the AI Safety Summit at Bletchley Park (UK) and the AI Seoul Summit (South Korea), saw the start of a first wave of AI Safety Institutes (AISIs) focused predominantly on risk mitigation. However, the AI Action Summit in Paris in 2025 consolidated a new approach, emphasizing innovation, competitiveness and sustainability.
In this context, Brazil has the opportunity to take a leading role by proposing and implementing an innovative model: an AI Safety & Opportunities Institute (AISO) that not only deals with the safety challenges of AI, but also exploits its economic and social opportunities. The aim of this workshop, therefore, is to bring together strategic players from the public and private sectors, academia and civil society to discuss this possible initiative, which should be structured in an independent and multi-sectoral way, mapping out its possibilities and limitations in the light of the national regulatory context.
