Strategies for Offshore Wind Industry in Brazil

Wind energy emerges as a key solution in the transition to a cleaner energy matrix, especially in its offshore modality, which refers to electricity generation in open seas. In this context, the Brazilian Center for International Relations (CEBRI), in collaboration with the Embassy of Norway in Brazil and Innovation Norway, with consultancy from ABEEólica, produces the Policy Paper "Strategies for Offshore Wind Industry in Brazil."

The material, available only in English, aims to examine the potential of this technology for Brazil, focusing on the conditions necessary for the installation of its first offshore wind farms in the country. Furthermore, the study seeks not only to inform about the opportunities of this form of renewable energy but also to provide insights for creating regulations that facilitate its implementation.

The report identifies eight essential factors for the advancement of the offshore wind energy sector in Brazil. Among them are criteria that go beyond price, such as the implementation of efficient maritime spatial planning, the predictability of demand for renewable energy, and the diversity of stakeholders in the process. The document also highlights the importance of public policies that promote innovation and sustainability in this type of energy, as well as the agility of environmental licensing and legal predictability. Finally, it proposes the creation of a "one-stop-shop," an institution that concentrates communication and interaction between private agents responsible for implementing wind farms and the government at all stages of the projects.

The Policy Paper also emphasizes successful experiences in leading offshore wind energy countries, highlighting social and environmental factors that are fundamental to promoting a just energy transition, aiming not only to promote the reduction of carbon emissions but also to mitigate negative social impacts and maximize the positive social impacts of these new technologies.
