Institutions must keep up with the problems that affect them - a complicated issue with rapid and profound evolution in the current world. Military professionals in particular, subject to hierarchicies and homogeneous training, do not always accept change well, especially if it implies an alteration that questions consecrated interests and competences. The result, more often than not, is tolerance for routine and doctrinal cultural traditionalism.
