CEBRI and Catavento conducted two parallel initiatives to advance priority topics of the Action Agenda: (i) a just, orderly, and equitable energy transition; and (ii) the harmonization of carbon accounting standards. The projects involved interviews with key stakeholders from global and Brazilian institutions, as well as high-level roundtables throughout 2025. These discussions resulted in synthesis documents containing reflections and recommendations, which were shared with stakeholders and presented to the COP30 Presidency.
Catavento, in partnership with the Brazilian Center for International Relations (CEBRI), led an initiative focused on carbon accounting and product-level emissions intensity standards in order to support COP30 Presidency on this topic.
The objectives of the initiative were to: (i) analyze the key challenges in establishing globally-aligned carbon accounting and product intensity standards that ensure comparability across different industries and unlock market forces to accelerate the energy transition and (ii) identify recommendations to be presented to the COP30 Presidency on how to address these challenges by leveraging lessons learned from existing initiatives and proposing possible pathways forward.
To this end, throughout June 2025, Catavento conducted a series of interviews with key stakeholders from 12 global and Brazilian institutions actively engaged in the carbon accounting agenda. These discussions culminated in a high-level roundtable held on July/2025, which brought together senior executives from various sectors, think tanks, standard setters, academic institutions, and global organizations.
The insights gathered during the interviews and roundtable have been consolidated into a Strategic Insights Report, which has been shared with the COP30 Presidency.

At COP28, nearly 200 countries committed to “transitioning away” from fossil fuels in energy systems in a just, orderly, and equitable manner, accelerating action during this critical decade to achieve net zero emissions by 2050, in line with climate science.
In this context, Catavento, in partnership with CEBRI – Centro Brasileiro de Relações Internacionais and supported by IBP – Instituto Brasileiro de Petróleo e Gás and Institute for Climate and Society, hosted a high-level roundtable to explore the principles of a just, orderly, and equitable transition away from fossil fuels, as outlined in the COP28 outcomes, taking into account the Brazilian energy landscape. The discussion gathered Brazilian experts from government, academia, the private sector, and civil society.
To consolidate the findings and drive the agenda forward in the lead-up to COP30, Catavento has published a new factsheet that synthesizes the key insights from both our research efforts and the roundtable.
This factsheet aims to explore the global definitions of a just, orderly, and equitable transition and how they can be interpreted with a Brazilian lens. With this in mind, we propose key action points to guide the implementation of this agenda and contribute with reflections on the road to COP30.
