Brazil–Europe in Times of Polycrisis: Multipolarity and Trade in Focus

December 2, 2025

In the face of an international scenario marked by multiple simultaneous crises — such as the climate crisis, institutional deadlocks in the multilateral system, economic shocks, and security tensions — this restricted roundtable aims to foster a frank and strategic dialogue between Brazil and the European Union on the repositioning of bilateral relations in this new global context.

The meeting will focus primarily on defending multipolarity as a structuring principle of the international order desired by Brazil. In contrast to the bipolar logic between the United States and China, Brazil reiterates the importance of a strong and independent Europe as a strategic partner in building a more balanced, cooperative, and democratic order. The convergence of values between Brazil and Europe — such as the commitment to democracy, human rights, and multilateralism — should be strengthened and translated into coordinated actions in the fields of foreign policy, fair trade, energy transition, and climate governance.

At the same time, trade and investment emerge as central dimensions of this strategic rapprochement. The economic relationship between Brazil and Europe goes beyond traditional trade flows: it reflects complementary interests and the pursuit of greater productive and technological autonomy in a context of fragmented global value chains. The EU is one of the main destinations for Brazilian exports and one of the largest sources of direct investment in the country, with a strong presence in the energy, infrastructure, innovation, and green transition sectors. For Europe, Brazil is seen as a key partner in diversifying suppliers, ensuring food and energy security, and advancing sustainable trade practices. Strengthening bilateral economic cooperation constitutes not only a pillar of mutual prosperity but also an instrument for stabilization and balance in a transforming international order.
