Wind Offshore: The Danish and Brazilian Experiences with Consenting Processes

The global energy transition demands an unprecedented scale-up of renewable energy, with over 150 countries having pledged at COP28 to triple renewable energy capacity by 2030. Achieving this ambition will require streamlined regulatory frameworks that support faster and more efficient project deployment. However, permitting and licensing remain major barriers, particularly for complex infrastructure such as offshore wind. In response, the report Consenting processes for offshore wind: Comparative perspectives and the cases of Denmark and Brazil explores the importance of institutional design, licensing , and long-term offtake mechanisms as essential foundations for accelerating offshore wind development in Brazil, based on lessons learned in Denmark.

This launch event, organized by CEBRI and DEA, will convene policymakers, energy experts, and industry leaders to discuss the key findings of the report and their implications for Brazilian offshore wind development. It will serve as a platform to debate best mechanisms and practices in licensing and regulation, securing demand and to foster collaboration on enabling policies that can unlock Brazil's vast renewable potential.
