Senior Fellow at the Brazilian Center for International Relations (CEBRI). He has a specialization in management and planning in the computer and telecommunications sector, with a degree in Electrical Engineering from the Instituto Tecnológico da Aeronáutica (ITA) and a PhD in Electrical Engineering and Computer Science from the University of California.

He was President of the Managing Board of the Brazil-China Studies Institute (IBRACH), President of Elebra Computadores S.A., Director of Computing at IBGE and Technical Director of the Federal Data Processing Service (SERPRO). He also serves as consultant to several international organizations such as the OAS, the IDB and the World Bank, participating in missions to several countries such as China, Korea and India.
