Senior Fellow at the Brazilian Center of International Relations (CEBRI). He has a PhD in Public Administration and a Master's degree in Public Administration and Public Policies from the London School of Economics and Political Science (LSE), and a degree in Economic Sciences from the Federal University of Minas Gerais (UFMG). He worked at the United Nations Development Program (UNDP), having held, among others, the position of responsible for the governance area and general coordinator of UNDP actions in Brazil. In the Federal Public Administration he held the positions of Executive Secretary, Deputy Executive Secretary and National Secretary of Management at the Ministry of Planning. He was also Executive Secretary at the Ministry of the Environment and presided over the National School of Public Administration (ENAP). He has served on the Board of Directors of Banco do Brasil, BNDES, FINEP, EPE, Eletronorte and Hospital das Clínicas de Porto Alegre.
