Biography Louise Marie Hurel

Senior Researcher at the Brazilian Center for International Relations (CEBRI), Louise Marie Hurel, works at the intersection of security, technology, and international cyber policy. Louise is a Research Fellow at the Royal United Services Institute’s (RUSI) Cyber Team. Her policy and academic research interests encompass incident response, cyber capacity building, cyber diplomacy, and the role of Global South countries, as well as non-governmental actors' engagement in cybersecurity.

She earned distinction for her MSc in Media and Communications (Data and Society) at the London School of Economics and Political Science, where she is currently finalizing her PhD in Data, Networks, and Society. Louise Marie is also the founder of the Latin American Cybersecurity Research Network (LA/CS Net), an initiative aimed at connecting scholars across the region and contributing to the expansion of culturally sensitive cybersecurity research.

Previously, she led the Igarapé Institute’s Digital Security Program. Louise serves as the advisory board co-chair of the Global Forum of Cyber Expertise (GFCE), and she is involved in other advisory boards, including Carnegie Endowment’s Partnership for Countering Influence Operations (PCIO) and the Centre for Information Resilience (CIR). She represented Brazil in the BRICS Youth Forum 2017, has been nominated as one of the 35 under 35 Future Leaders by CIDOB-Santander, and has received awards and prizes for her academic research in Brazil and Europe.
