Latin America Industry: What’s China’s Role?

In partnership with the Atlantic Council, the Brazilian Center for International Relations (CEBRI) held a roundtable on August 30 on “Latin America Industry: What’s China’s Role?”. The speakers were: Jorge Guajardo, former Mexican Ambassador to China; Pablo Dragun, Senior Economist of the Argentine Industrial Union (UIA); Paulo Ferracioli, FGV Management’s Professor; and Rubens de la Rosa, Chairman of FUNCEX, Chairman of the Brazilian Section of the BRICS Business Council and former CEO of Marcopolo. The event was opened by the Executive Director of CEBRI, Julia Dias Leite, and was moderated by Adrienne Arscht Latin America Center’s Director, Peter Schechter, from the Atlantic Council.

A few days before the G20 meeting in China, the speakers analyzed a recent report from the Atlantic Council about the Chinese exports impact in Latin America’s deindustrialization. The report concluded that China’s acknowledgment as a market economy- that it’s a political issue rather than economic- can have a negative impact in Latin America’s industry, and the countries will have a lower capability to use antidumping rates. The speakers agreed that it won’t have a Latin American-China agreement, because of their different interests. The goal has to be bilateral negociations.

China is Brazil’s largest trading partner, but Brazil is still beginning to understand China. The majority of Chinese enterprises are state-owned and receive allowances, and China continuously manipulates the exchange rate as an instrument of international trade, which complicates the competition. Another main theme of the discussion was the difficulty to export in Brazil with significant exchange rate variations- there is a huge need for a stable exchange rate for industry planning.
